== The incident ==
At approximately 7:00 PM on August 25, a man driving an unlicensed, low-speed electric vehicle, known in Chinese as a "laotoule" (老头乐), struck a small poodle at high speed.<ref name="weibo_baixingguanzhu_20240826" /> The dog's owners, an elderly couple, had purchased the dog for 1500 RMB just two months prior.<ref name="weibo_baixingguanzhu_20240826" /> The owners stopped the driver and requested 200 RMB to cover medical treatment for the injured dog.<ref name="weibo_baixingguanzhu_20240826" />
