The Xuzhou minor Zhao Kangxu cat abuse case is an animal cruelty incident that gained widespread attention in April 2025 after a 15-year-old from Pei County, Xuzhou, Jiangsu, China named Zhao Kang Xu (赵康旭) was publicly exposed for torturing and killing cats.[1][2] The case is notable for the extreme brutality of the abuse, the perpetrator's young age, and his alleged distribution of the violent content in online groups, sparking a public call for legal intervention.[1][2]

Online activity and animal cruelty

Zhao Kang Xu was reportedly active in multiple QQ groups under aliases such as 卍释迦牟尼佛卍 (Swastika Sakyamuni Buddha Swastika), 种植园回梦 (Plantation Dream), and 博学耋耋 (Erudite Elder).[1][2] Within these groups, he allegedly broadcast and shared videos and photos of himself torturing and killing cats.[1][2]

The methods of abuse were described as extremely cruel, with one source comparing them to the acts of Unit 731.[1] The documented acts included the live dismemberment of cats using tools such as axes and saws, and the decapitation of cats.[2] He would then reportedly mount the severed cat heads on sticks, which he referred to as "magic wands" (魔法棒), and pose for photographs with them.[1][2] The sources allege he was also involved in the potential sale of these abusive videos for profit, possibly on overseas platforms.[1][2]

Zhao challenged others by sharing his own address and inviting confrontation.

Other alleged behaviors

In addition to animal cruelty, Zhao was accused of other disturbing and illegal activities within the online groups. These include frequently posting pornographic pictures and videos, and making insulting and misogynistic remarks about women.[1][2] One source alleged that Zhao had doxxed his own sister by publishing her personal information, and had harassed female netizens with unsolicited pictures of his genitals.

The exposure of Zhao's activities led to widespread outrage and a formal complaint circulated by animal rescue volunteers.[1] In a widely shared article, Weixin public account 李小旦的麻麻, a Canada-based Chinese immigrant, framed Zhao’s actions as a matter of public safety, drawing parallels to how Western countries treat animal cruelty as a known precursor to violent crimes against humans.[2]

The public complaint argued that Zhao's actions violate multiple laws, including the Public Security Administration Punishment Law (for "creating a disturbance"), the Cybersecurity Law and Minors Protection Law (for spreading violent content), and the Animal Epidemic Prevention Law (which prohibits animal cruelty).[1][2] The complaint demanded that the police file a formal case, arguing that at age 15, Zhao was subject to legal consequences. The requested actions include detention, fines, expulsion from school, a written letter of guarantee, the banning of his online accounts, and long-term supervision by police, school, and family.[1][2]
