Legal Outcome

The Shandong 哈基米爆改王 case is an incident of online animal cruelty that gained attention on the Chinese social media platform Xiaohongshu on July 27-28, 2025.[1][2] The case involves an individual, known by the username 哈基米爆改王, who is accused of scouting, torturing, and killing stray cats in a residential community in Shandong province, framing the abuse as a "competition" for online followers.

The case

The case was exposed through a series of posts by Xiaohongshu users. On the night of July 27, 2025, user momo published a post titled "Shandong friends, spread this! The cats in your community have been targeted by a cat abuser!"[1] A few hours later, in the early morning of July 28, user KK posted a follow-up titled "A Breeder is Actually a Cat-Abusing Demon? Main account deleted, secondary account is still active".[2] Both posts shared screenshots and details of the abuser's activities, sparking widespread condemnation.[1][2]

Modus operandi

According to the information shared, the perpetrator's method involves several distinct steps:

  • Scouting (踩点): The user first posts photos of stray cats in a specific residential community, seemingly scouting their locations and habits.[1]
  • Creating Profiles: The abuser creates "archives" or "profiles" for the targeted cats.[1][2] These profiles are then allegedly offered to their "enthusiast" followers (同好), who can select cats for "customized abuse and killing" (定制虐杀).[2] In one post, the abuser claimed that the cats being abused were ones they had bred themself.[2]
  • Framing as Entertainment: The abuse is framed as a "competition", with the cats referred to as "Hakimis participating in the contest" (参加比赛的哈基米们).[1] The act of killing a group of cats is called "settling the score" (结算), with the stated purpose being to provide "abuse entertainment content" for fans.[1]
  • Distributing Content: After killing the animals, the user posts graphic images of the aftermath.[1]

Online accounts and status

The perpetrator is known to have used multiple accounts.

  • The main account was banned and deleted following initial reports.[2]
  • The user then registered at least one new account.[1] A secondary account named 哈基米爆改王2号 was reportedly still active and posting updates as of the early morning of July 28.[2]

Activists on Xiaohongshu have called for users with any information, such as location or IP clues, to come forward so they can report the individual through legal channels.[2]

Public reaction and harassment

The posts by momo and KK received significant engagement, with hundreds of comments on the former and dozens on the latter from users expressing outrage and condemning the abuser.[1][2]

Notably, an account with the username 小耄 (ID: 27497044346) was observed posting harassing and mocking comments directed at users who condemned the animal cruelty in both threads.[1][2]
