The user "Jimi Zha Ban Ni Zha Ban" posted videos on his Douyin account depicting extreme acts of violence against cats.[1][2] The documented methods of torture included kicking, hitting, drowning, breaking the cats' limbs, and prolonged, execution-style binding.[1][2] In the comments section of one of his posts, he also announced his intention to buy a wrench to grind down or pull out the cats' teeth.[2]
Harassment and threats against netizens
A key feature of the case is the perpetrator's direct engagement with and harassment of other users. When confronted by netizens who advised him to stop, he would send insults, threats, and intimidation via private message.[1][2]

The reports circulated by animal welfare activists argued that the perpetrator's actions violated multiple laws.[1] The distribution of graphic, violent videos was cited as a violation of Article 12 of the Chinese Cybersecurity Law.[1] His harassment and threats against multiple people were argued to constitute "Creating a Disturbance" and "Sending Insulting Information" under Articles 26 and 42 of the Public Security Administration Punishment Law, respectively.[1]
