Wei Geng Hui (魏庚辉) is the owner of a fierce dog breeding kennel in Shandong, China, who became the subject of a public complaint campaign by animal welfare activists in September and October 2025.[1] He is accused of a wide range of illegal and cruel activities, including using his dogs to hunt protected wildlife, kill neighborhood pets, organize dog fights for gambling purposes, and endanger public safety. The allegations are primarily based on numerous violent videos he posted himself on social media platforms like Douyin and Weixin.[1]

Alleged illegal activities

According to a report compiled by animal welfare volunteers, Wei Geng Hui is accused of the following illegal acts, which he documented and shared online.

Illegal hunting of protected wildlife

Wei is accused of directing his packs of fierce dogs to hunt and kill various wild animals, including hares, weasels, wild boars, and wild birds.[1] These are classified as "three-have" animals (三有动物), which are protected under Chinese law due to their ecological, scientific, or social value. He allegedly filmed these illegal hunts and posted the videos online, violating China's Wildlife Protection Law.[1]

Attacks on domestic animals

The complaint alleges that Wei repeatedly used his dogs to attack and kill domestic animals in his area, including pet cats, pet dogs, and free-range poultry like ducks and geese.[1] These acts were filmed and shared online to attract attention and traffic to his social media accounts, which constitutes the dissemination of violent and cruel content.[1]

Endangering public safety

Wei is accused of regularly letting his large, unleashed fierce dogs run loose in public areas, including farmlands and public roads.[1] Videos allegedly show the dogs trampling crops and running wildly on roads with active traffic, posing a significant threat to drivers and pedestrians.[1]

The report claims that Wei posted videos of organized dog fights, which allegedly involved gambling with a "lead ram" (头羊) as the prize for the winning dog.[1]

False advertising

On August 15, 2025, Wei's corporate Douyin account, 《辉煌犬业》 (Huihuang Kennels), posted a video claiming to have shipped "59 hounds to a laboratory in Jiangxi."[1] According to China's Regulations on the Management of Laboratory Animals, any animal supplied for experimental use must come from a facility with a specific production license. A search of the official Shandong government service portal showed that Wei's company does not hold such a license. The claim is therefore alleged to be false advertising intended to mislead the public.[1]

Evasion of responsibility and prior warnings

After his activities were widely exposed online by activists starting on September 26, 2025, Wei Geng Hui filed for a "simplified deregistration" of his company, 山东小魏宠物用品有限公司 (Shandong Xiao Wei Pet Products Co., Ltd.), on September 28.[1] Activists allege this was an attempt to evade legal and civil liability.[1]

Crucially, this was not Wei's first encounter with authorities. According to a video he posted on March 30, 2024, law enforcement officers had previously visited his kennel. In the post's caption, he explicitly stated, "This time I'm really changing, I'm quitting the circle," making a public promise to reform. However, his continued posting of violent content after this date demonstrates a willful disregard for the law and his prior commitment.[1]
