On June 24, 2025, a 70-year-old Egyptian traveler, Hamed Ramadan Bayoumy Aly Marie, was arrested at Washington Dulles International Airport after violently kicking a U.S. Customs and Border Protection (CBP) beagle named Freddie. The incident occurred during a routine customs inspection, after Freddie, a 5-year-old, 25-pound beagle and agricultural detector dog, alerted his handler to undeclared and prohibited food items in Marie's luggage.[1][2]

According to CBP reports, the beagle, Freddie, detected pork and other prohibited food items in Marie's suitcase, which prompted the inspection. During the process, Marie became agitated and, in full view of CBP officers and travelers, kicked Freddie with sufficient force to knock the dog off its feet.[3] Freddie was immediately evaluated by an on-site veterinarian and was found to have suffered minor injuries but was cleared to return to duty shortly thereafter.[4]

Marie was arrested at the scene and charged with animal cruelty and assault on a federal law enforcement animal. On Wednesday, June 25, 2025, he pleaded guilty during an initial appearance in the U.S. District Court, Eastern District of Virginia to harming animals used in law enforcement (18USC1368). He was credited with time served, ordered to pay the veterinarian’s fee, and to immediately report to CBP for removal from the United States. Marie departed the United States on a flight to Egypt at 12:30 p.m on Thursday, June 26, 2025.[2][3] According to federal authorities, Marie admitted to knowingly kicking the dog, stating he was frustrated with the inspection process.[3]

The incident drew significant local and national attention, sparking widespread public outrage and support for the CBP K9 unit. Animal welfare organizations and the general public praised Freddie's actions and resilience, and a social media campaign led to donations for local animal shelters. CBP released updates on Freddie's recovery, confirming his return to duty in July 2025.[4]
